Extract these folders to your GMod directory. Open this up, and there are some folders inside there. Inside is a folder called HCtH Playermodel. If you can't open those, you need WinRAR.
The ragdoll is on the Combine Soldier settings, so the physics may not entirely match the model as it is built on a citizen.
This is the character from the 'Who could this be? You can use it as a player model on GMod, and it can also be model-manipulated onto combine soldiers so you can fight 'em!
